While the first Labor Day celebration was held in 1882, the first mention of the holiday in Wyoming legislation was in 1921 when House Bill 106 proposed to designate November 11 as “American Day” and to replace Arbor Day in the list of legal holidays with Labor Day. The bill passed the house, but failed in the Senate. In 1923, Chapter 6 of the Session Laws added “the day that may be appointed by the Governor as Labor Day” as a holiday in State Statute.
